Contractors of all sizes get chance to bid on M&E jobs on London Construction Programme

Expressions of interest sought on 2019 Major Works Frameworks that cover £5bn of work from London authorities

Contractors of all sizes have a chance to bid for M&E packages in London as the London Construction Programme (LCP), the virtual partnership between 43 London authorities, seeks expressions of interest for its 2019 framework contracts.

The five-year £5bn Major Works Frameworks, split into five category lots and five regional sub-lots, are split into price bands from £1m upwards, enabling SMEs to tender alongside bigger firms for a wide range of different works. Categories that will be relevant to the HVAC sector include: Housing and Residential; Education and Leisure; and Heritage and Historical; with contracts and tendering processes depending on the issuing partner

Interested contractors need to register their initial interest with Delta-E’s procurement portal before March 25 at

The LCP lists the following benefits of the Major Works Framework for suppliers:

  • Accessible to SMEs and Local Suppliers
  • The framework will provide greater clarity for public sector bodies on the breadth of sectors and works covered
  • The framework is flexible with light touch EOIs, sifting briefs preceding mini competition and also direct call-offs
  • User friendly with an expectation of it being the first choice of a construction framework by public sector bodies
  • Management levy of 0.5 percent which is extremely competitive
